Formålet med lovforslaget er at udpege Digitaliseringsstyrelsen som kompetent myndighed og tildele tilsynskompetencer i relation til Europa-Parlamentets og Rådets forordning om europæisk datastyring, som har direkte virkning i dansk ret. Forordningen skal styrke det indre digitale marked ved bl.a. at fastlægge retningslinjer for, hvordan dataformidlingstjenesteudbydere (tjeneste, der har til formål at etablere kommercielle forbindelser med henblik på dataudveksling) og dataaltruistiske organisationer (organisationer der frivilligt deler data uden at de modtager en modydelse) skal indgå i datamarkedet. Digitaliseringsstyrelsen skal føre tilsyn med dette.
