Hovedformålet med forslaget er regelforenkling i forhold til adgang til den etablerede metanbaserede og eventuelt kommende brintbaserede monopolinfrastruktur. Forslaget er et samlelovforslag, som skal sikre 1) ensartede regler for tilslutning af brint og gas, 2) en præcisering af roller og ansvar i dansk forsyningssikkerhed, herunder regler om certificering af gaslagre og godkendelsesregler for Energinets investeringer i gaslagerkapacitet og 3) mulighed for statslig deltagelse ved geologisk lagring af brint m.v. Loven forventes at træde i kraft den 8. april 2025.
