Forslaget etablerer mulighed for, at kommunalbestyrelsen generelt kan beslutte, at lederen af et socialt akuttilbud kan tilbyde borgere med psykiske problemer overnatning i op til 3 døgn på sociale akuttilbud. Forslaget giver desuden mulighed for, at der kan opnås statslig refusion til udgifter efter servicelovens § 85 a i de tilfælde, hvor en borger ønsker at flytte til en ny kommune efter udskrivning fra et herberg.
