Med forslaget ophæves klima-, energi- og forsyningsministerens bemyndigelse til at fastsætte regler om prisloft på overskudsvarme. Varmeforsyningsvirksomheders samlede omkostninger til køb og udnyttelse af overskudsvarme vil således ikke være omfattet af et prisloft.
