Beløbsgrænsen på de 10 pct. bortfalder ved udgangen af 2027 (solnedgangsklausul) og skal ses i sammenhæng med indførelsen af en ny takstmodel. Forslaget indfører en kontrolenhed i Konkurrence- og Forbrugerstyrelsen, som i konkrete tilfælde kan kontrollere takstfastsættelsen for kommunale tilbud, hvor borgeren har ønsket at gøre brug af sin ret til frit at vælge et tilsvarende privat tilbud og ønsket bliver afvist.
