Lovforslaget skal sikre flere social- og sundhedsassistenter og -hjælpere. Lovforslaget skal forbedre uddannelseskvaliteten, øge rekrutteringen og reducere frafaldet. Med lovforslaget vil beskæftigede med uddannelse over faglært niveau kunne få gratis amu-kurser inden for social- og sundhedsområdet. De vil også få adgang til veu-godtgørelse samt tilskud til befordring, kost og logi. Loven foreslås at træde i kraft den 1. januar 2025.
