Lovforslaget udmønter en række regelforenklinger på dagtilbudsområdet aftalt med KL i regi af samarbejdsprogrammet mellem KL og regeringen, der er en del af aftalen om kommunernes økonomi for 2024 (ØA24). Lovforslaget fjerner krav til den pædagogiske læreplan og til kommunernes beskrivelse af tilrettelæggelse af tilsyn med dagtilbud, forenkler krav om inddragelse af data i kommunernes tilsyn og fjerner krav om 30-timersplads til søskende mod nedsat forældrebetaling under forældres barsel. Ved vedtagne ændringsforslag udgik forslaget om ophævelse af regler om forældre på barsels ret til 30-timers plads i dagtilbud fra lovforslaget. Loven skal træde i kraft den 1. januar 2025.
