Med lovforslaget følges der op på politisk aftale mellem regeringen (Socialdemokratiet, Venstre og Moderaterne), Socialistisk Folkeparti og Enhedslisten af 15. december 2023 om »Grøn luftfart i Danmark« og indførelse af en passagerafgift. Den politiske aftale er gengivet i den skriftlige fremsættelse af lovforslaget. Formålet med forslaget er at etablere en bred lovhjemmel i biobrændstofloven til at kunne yde støtte med henblik på at fremme grønne drivmidler i transportsektoren og reducere drivmidlers afledte klimaeffekter i transportsektoren og fremme af power-to-x.
