Lovforslaget har til formål at ændre betegnelsen pædagogisk læringscenter til skolebibliotek i folkeskoleloven. Samtidig fjernes ministerens mulighed for at fastsætte regler om læringscenterets funktion, og de væsentlige bestemmelser fra den nuværende bekendtgørelse indskrives direkte i folkeskoleloven. Det foreslås, at lovændringen skal træde i kraft den 1. januar 2026.
