Med lovforslaget foreslås indført en ny indtægtsbegrænset tilladelse til onlinekasino, som skal være et supplement til den gældende almindelige tilladelse til onlinekasino og den nuværende indtægtsbegrænsede tilladelse til onlinekasino. Det foreslås, at den nye tilladelse skal koste 1.000 kr. årligt for ansøgning og tilsyn, at spilleomsætningen ikke må overstige 1 mio. kr., og at tilbagebetalingsprocenten ikke må være under 80. De spil, der udbydes via tilladelsen, vil blive fritaget for mange af de gældende krav i bekendtgørelse om onlinekasino. Spillene omfattes således kun af de mest nødvendige krav. Den foreslåede nye tilladelse er tiltænkt mindre ikkekommercielle foreninger, som f.eks. udbyder bingo via walkie talkie eller radio. Loven foreslås at træde i kraft den 1. januar 2026.
