Lovforslaget har til formål at understøtte udrulning af fangst, transport og lagring af CO2 (CCS) i Danmark ved at implementere tiltag til fremme af smidigere myndighedsbehandling af denne type projekter. Lovforslaget følger op på Aftale om tiltag til fremme af smidigere myndighedsbehandling af CO2-fangst-, -rørtransport-, og -lagringsprojekter under land af 7. oktober 2025 mellem regeringen, Socialistisk Folkeparti, Det Konservative Folkeparti, Enhedslisten, Radikale Venstre og Alternativet. Det foreslås, at loven træder i kraft den 4. marts 2026.
