Lovforslaget er et led i gennemførelsen af aftalen "Styrkede rammer for alment boligbyggeri", der blev indgået den 17. december 2025 mellem den daværende regering (Socialdemokratiet, Venstre og Moderaterne) og Socialistisk Folkeparti, Det Konservative Folkeparti og Enhedslisten.
