Forslaget til finanslov skal i henhold til grundloven fremsættes 4 måneder før finansårets begyndelse. På grund af valget i marts og den efterfølgende regeringsdannelse var det ikke muligt at udarbejde et finanslovsforslag, som afspejlede regeringens økonomiske politik og politiske prioriteringer. Lovforslaget var således at betragte som et teknisk finanslovsforslag indeholdende ændringer af aktivitetsmæssig og teknisk karakter.
