Lovforslaget etablerer en ny ramme for regulering af land- og skovbrugets udledninger af næringsstoffer og drivhusgasser til vandmiljøet og naturen som led i »Aftale om Implementering af et Grønt Danmark« fra den 18. november 2024 mellem den daværende regering (Socialdemokratiet, Venstre og Moderaterne), Socialistisk Folkeparti, Liberal Alliance, Det Konservative Folkeparti og Radikale Venstre. Forslaget er en del af et paradigmeskifte i kvælstofindsatsen, hvor regulering kombineres med målrettet arealomlægning, omstilling og moderne arealforvaltning. Indsatsen bygger på lokalt forankret, frivillig omstilling af landbruget og fælles løsninger. Fra 2027 erstattes den nuværende markregulering af en udledningsbaseret regulering. Miljøgarantien sikrer yderligere regulering, hvis indsatsbehovet ikke opfyldes, og mulighed for lempelser, hvis effekten bliver større end forudsat. Lovforslaget bidrager til at opfylde EU-forpligtelser om vandmiljø, nitrat og Natura 2000 og indeholder hjemmel til ekspropriation samt straf ved overtrædelser.
