Det foreslås med lovforslaget at forpligte kommunerne til at tilbyde et midlertidigt afklaringsophold til personer med betydelig nedsat psykisk funktionsevne, som udskrives fra sygehuspsykiatrien, hvis personen har behov for sociale indsatser, der kræver nærmere afklaring. Formålet med forslaget er at skabe bedre sammenhæng mellem sygehuspsykiatrien og socialpsykiatrien, forebygge udskrivning uden nødvendig støtte og mindske risikoen for forværring og genindlæggelse. Forslaget følger op på »Aftale om en samlet 10-årsplan for psykiatrien«, som Socialdemokratiet, Venstre, Moderaterne, Danmarksdemokraterne, Socialistisk Folkeparti, Liberal Alliance, Det Konservative Folkeparti, Enhedslisten, Dansk Folkeparti, Radikale Venstre og Alternativet indgik den 19. maj 2025. Loven foreslås at træde i kraft den 1. juni 2027
